There are two ispells ported to Windows, one is porting of ispell 4.0 and the other is porting of ispell 3.1:

• International Ispell ispell 3.1
• Ispell.el International spelling checker for emacs ispell.el for ispell 3.1

rcs (ci, co), cvs are available from Cygwin.

10.3 Where can I find "diff" and "patch" command that work on Windows?

diff, patch are available from Cygwin.
